Also make sure the tranny is not low on fluid, if the hill is steep and the level is low it will cause it to suck air and you will lose braking. (I have this happen on my field beater when the level gets low from all the leaks lol.)

Thanks for all the info, lots to be done and checked, fluid as said is number 1, filter and fluid change next on the growing list of things to do. Got the download jtgh time to study and learn, hopefully I'll be able to work on it some this week.
I can say for sure it's going in 4wd low range, checked that today, anyone know if it's a must to shift the tranny into 1st gear for hold back or would hold back occur in D as well? Until I check the shift adjustment I'm still not certain it's going into manually shifted 1st gear. I will follow up with info on what I find.

jtgh the auto tranny diagnosis manual says this for no hold back in 2 or 1 manual shifted.
No Engine Braking In Low
Check select cable adjustment and/or stuck manual low control
valve.
No Engine Braking In "2" Range
Check select cable adjustment.

Easiest way to make sure it is in 1st gear (manually) is to drive it. If it shifts to second then obviously it's not in 1st gear.
My guess is it will not engine brake in "D" but only in 1st as most cars do.

Have a 99 Tracker with 3sp slush box+OD, it will engine brake(compression) in manual 1 an 2 in both 2wd and 4x4, it will also engine break at hiway speed by disengaging OD.
Love this truck, out paces the 97 Ford Explorer controltrack (Rescue 1st Response) I drive all week.
