Question 1993 tracker front diff question

i have a 1993 geo tracker 4wd with manual locking front hubs 1.6liter engine and a 5 speed manual trans.

i was mudding with it the other day and cam to a hill to get out of the mud pit and started going up the hill in 4x4 with the hubs locked and noticed that 1 front tire was not spining is this normal? or my guess was that with the front hubs in the locked position the front diff was suppose to be a posi (both wheels locked together) or is it still and open diff. that would mean locking the hubs just locks the wheel to the axle shafts. would like to know before i rip the vehilce apart to find the problem. (i did replace wheel bearings on the front about a month ago)
thanks

It's normal.

With open differentials (no lockers) only one rear wheel and one front wheel are driven.

yes, if they are open only one at a time. I had to show my woman the difference in 2wd &4wd I pulled in a large mud hole at our trail area and spun in 2wd then kicked the t/case to 4wd and it spun one or the other because we had some large rooster tails that covered the mirrors and hood on both sides. It was great
