Unhappy Need Help with NOx Problem

I'm fixing up a 95 Sidekick Limited (4-door hardtop, 16 valve) that actually used to be my son's. The clutch cable broke in September. Since then, besides fixing the cable, I've put in a new rotor and distributor, new plug wires and plugs (I noticed some oil on one of the old plugs when I pulled it), tires and alignment. Seems to be running well - getting about 26-28 mpg. Took it to get inspected today and it passed everything on the emissions test EXCEPT the low-speed (15 mph) NOx was 2015 (standard is 1504).
Technician said it could be the EGR or the catalytic converter. Can hotter plugs add to the problem? I put in platinum +4 plugs when I worked on the ignition.
Any ideas?

Source of NOX issue could be a lot of things, but I can't imagine plug choice being one of them. MIL on? Is issue significant enough to have set any codes?

Hard to tell. The CEL has been on for a long time, and since ita a 95, it's OBDI - hard to find a scanner.

Even if all you have is an assembly line diagnostic link (ALDL) you'll need some device to read inputs to the ECM. Some DVOM's will read O2 sensor values-should be switching betw 100mv and 900 mv. What are fuel trims? Better yet, wait for Mr. JTGH to wade in w/ a solution-in a recent post in response to what I recollect was an evap tank pressure control solenoid vacuum valve issue, he claimed close to a 100% success rate diagnosing driveability issues on line. I imagine he'll be along presently.

If its OBD1 then you can pull codes using a jumper in the diagnostic plug.

Oil on plug , on the inside or the outside?

without a tech1 scantool, there will be not be fuel trim pulls. right? Show me.?
try finding one? (i have a 5 auction filter for them for 2 years, none yet)

Check Engine Lamp stuck ON?

why look at the lamp glowing? SES [service engine soon) is a mileage NAG light. reset it.

reset the SES slide switch and then look again. Still glowing ,then pull the code with a simple paper clip.

NOX.
many a bad running car , is hidden by a really good CAT.
air leaks, (lean) , bad MAF.
