Default tracker won't start

This is a 1990 geo tracker 1.6L 8v manual trans. It died while running and wouldn't start. We were able to pull start it but it would only run if we kept the rpm's up. I tested it and it was getting a spark at the plugs. It seemed at the time to be getting fuel. The timing belt is good and correctly aligned. I read where the ecm could have bad capacitors and I checked. They were leaking so I sent it to an ebay repair guy. It still doesn't start. I noticed during my troubleshooting that the fuel pump doesn't stay on for three seconds after turning on the key. It gets voltage for less than 1/2 a second and shuts off. Does the fuel pump run on a full 12v? Can I wire up a circuit to run the pump without the oem system involved? Could it be just the relay? Are there any other things that I should check? Thanks.

yes, 3 times.

the leaking cap, i hope he cleaned the mess and then corrected any trace damage?
yes you can hot wire it.
the pump is just 12vdc but that is very dangerous to do , other than a sort period test.
jumping the fuel pump relay, below ecu. has green socket on mine.

the ecu is not working correctly , if you do not get 3 seconds ,each key one.
or bad relay or shorted and overloading pump.
the pump draws , 4amps normally, if it draws over 10amps it can overload the ECU power buss.

my schematic should be good here.

pink black to blue/black.

also the fuel pump ground behind left tail light loves to fail.
look in cavity at 2pm is ground lug. make it shine.

this print is 91 ,and should be close.
