to bad he didnt tell you why he thought this ecu was malfunctioning.
does the check engine light glow at key on and not started, then go out after starting and running?
do you get good MPG?
the only relation ship between the ecu and the ac is when you turn on the A/C , a signal goes to the ECU commanding a higher idle.
so long as engine doenst stall when A/C is on , then all is well.
you have a bad compressor or its fittings. as you said.
maybe he is confused between the A/C amp module behind glove box and the ECU that runs the engine. (other side of car)?
the A/C amp has logic in it, that controls the A/C under a bunch of rules.
It may well be a bad ECU.
he might have noticed it will not idle correctly.
but that is almost never an ECU problem.
I hope he is not building his ticket.
if car drives ok, has power, gets over 25mpg and you have not bogging.
then ECU is mostly ok,
I do not know the exact rules on 90 AC amp, because I dont have print for it.

your spare is a canadian ECU. i have no idea what is different on that.
could be it is better or could be something quite missing.
but make your mechanic state exactly why he thinks its bad.
Just because the CEL lamp is happy doesnt mean ECU is good, some people driving them
around in Limphome mode for years. ( horrible mpg)

yours is the same, cuz i looked up the partnumber of 89,90 and 91 and all 3 are the same.
so the logic is the same.
engine over heat, shut down compressor and AC.
low or high freon pressure (below 30psi ) shuts down compressor.
freezing if evap coil , shuts down compressor.
A/c must be turned on.
A/C fan must be turne on.
and last car must NOT be cranking.
show this print for 91 off my web page and your mech, might be helped.
