whole bunch of things to cause TCC fail
including the TCC relay bad and there is TSB's on TCC fail.
The ECU commands it at 46 mph(IIRC) and closes the relay, this 12vdc signal then goes
to tranny and must pass thru a low pressure switch , then to the Tcc Internal solenoid.

if the pump pressure is too low, the switch doesnt close and the tCC never happens.

there is a TSB to remove this switch in side the tranny on some years.
the test is at the 2 pin jack going tranny.
one monitors 1 pin to see if 12v is sent into tranny at 46mph, if that is a go then
you monitor the pin next to it ( unused pin) and it must go to 12vdc at same time.
if not the switch is open and your pump pressure is low.

not bad for a non tranny guy. wink. I hate autos, but here is my contribution.
if you need a schematic of what i said I can give it to you, just hollar.

cheers

How high are the rpms? At what speed? The 3-spd has no overdrive like the 16v 4-dr models, so the rpm is always higher. Also the overdrive automatic is a very expensive unit, quite different from the simpler Chevette-type 3-spd in the Canadian 2-dr models. Japanese 2-drs are equipped with the overdrive trans, but none of the Canadian (CAMI) 2-drs had this option.

More than likely its the TCC solenoid, which can be replaced pretty easy with the trans pan off, it's in plain sight then. You can test it using this diagram and a meter or test light at the TCC relay. Do some searches on this forum for lots of info. Tracka 96

the are a pile of TSB on these cars, check them carefully.
one even removes the pressure switch in the tranny.
other adds a delay module to TCC gate line.
if you need them hollar.

TSB= tech, service , bulletin.

Default here is th 4 TSB's

3L30 is yours?, a derivative of the old Chevette , the parts houses for this tranny tell the story of this tranny better than I. It was only a comment.

89 is hard to get accurate drawings for , but if it is like 91 ,
it has 2 pins (at least) going in to the tranny.

1 is the TCC INPUT pin, and one of the others is TCC signal OUT.
this OUT is a test pin, and will allow you to tell if the TCC gate signal makes it
all the way into the tranny and up to the TCC solenoid pin inside.

if it fails to come back out (assuming it is going in ) then the internal pressure
switch is open, if it is open then it is bad or the pressure is low.
there is a full written procedure for checking this pressure via the outside connections. The FSM covers all this.

but first replace the oil pump filter (or screen) so the oil pump has a chance of making full pressure.
many are packed due to zero service.

hope that helps.
zipped tsb's , below.

Default tcc

here is my 91 tcc set up.

your may be missing that nice test pin,

there are many posts here on this.
bad relay ,some times.

may here put light bulb or LED at junction Bravo. B.

and with light viable , drove, over 46mph IRRC.
they test both A and B , after test the answer is obvious.

if sig is good at B , the relay is good
if sig is good at both then TCC Solenoid is bad
if sig is bad at B only then the TCC pressure switch is open.
if TCC pressure switch is open then the pressure is too low or the switch is bad.

hope that helps.

if you dont have Pin A, then the plot thickens.
