that's a good question.
the answer is yes and no.
yes , you set it and then after that ECU tries hard to keep it where you set it forever, there is a special procedure to follow to set it, that calls for freezing the ECU idle logic.
see your throttle body. see the top
there is rubber plug there for the idle bleed screw. ( should be there, but I dont have 97 FSM)
now the symptoms.
if idle is 500 , id suspect the IAC is stuck closed.
the acid test , pull IAC connetor , engine must speed up slow down, if not IAC is stuck.
acid test 2 ,after IAC is working, turn on all electrical loads.
A/C , Fan, headlights, defoggers, and RPM must not drop.
if it drops ,IAC is malfuntioning.
