They're in the engine bay near the battery, not a relay i dont think, a fuse maybe? Mine are fuses, I have a 97 vitara. Swap a similar fuse/relay and see if it works, if it doesnt, prob not the fuse/relay. Check ur fuel filter for gunk. Use a test light on ur injectors to check if they 'pulse'(light comes on, goes off, comes on, goes off).
Check ur spark plugs, are they wet? Might not have spark? Let us no.

there is a relay under the dash by the steering wheel which operates the fuel pump, i'd try that.

as above check all fuse, underhood and under dash.
listen for FP startup at gas fill neck. ( you already did that)
Before anything make sure MAIN relay is pulling IN.
If main doesnt pull then many things go dead, most important is spark, by killing the CAS.

I have FSU car schematic 96 , looking.
shows FP , grounded on right.
and then going to a FPR ,says Behind Center of WP (W is blurry)?
needs main relay closed 12v to FPR coil. shows Main next to FPR. ( kind of , actually but not next to)
then ECU pulls in FPR relay.

next:
looking at EPC (parts list photos)
see bracket with 4 prongs under dash right side of radio.
shows 4 relays , top being FPR , PL Part id #5 , PN>38850-50F50 , PN changed in 97.

good way to find is make the buzzer , buzz, keyin, doors open, and find buzzer.
look behind it. bingo (I am looking at exploded view to say that)

happy kicks
