I am working on a 97 Tracker. I just put in a new starter and it wont turn over. If I jump the solenoid it will start. There is no power to the solenoid when the key is turned to the start position. What would be my next step? Ignition switch, neutral safety switch or what? Is there a relay for the starter?

You might want to check for a fuseable link between the ignition switch and starter (or starter solenoid). If it is toast, you won't get any juice to the starter.
