Default 87-Engine is running rich.

i have an 87 samurai, and it runs very rich, and is lacking alot of power. it will only do about 50 mph on the free way. I need some tune up tips, ive dealt with dual 40's and 32/36 carbs. but all the electronics under the hood are intimidating me some.
ive been searching for tune up directions, and i just can find them anywhere.
any help would be appreciated.
thanks.

kinda.
just today i replaced the o2 sensor. cap rotor plugs, and also advanced the tiing 5 degrees to 10 BTDC.it runs much better on the road. but somerandom vaccum lines are still missing.
it jsut started today, but now when im trying to clim a hill(off roading) she boggs out. and has no power, and barely running. it comes and goes and it is really irritating.
