To answer your questions about taller gears...
The stock differential runs a 3.73:1 R&P. Although I have seen lower gears (higher numbers) I have never seen higher gears (lower numbers) that would let you bring your revs down. (in a Samurai axle housing)
If you have power to spare and need to run lower revs, I would suggest going up a tire size or so. Stock, the Samurai comes with a 27" tire. If you go to a 29" tire, you would only have to clearance the inner edges of the fenders and maybe whack the firewall a little with a decent hammer. You will then run a lower RPM while driving at the same speed you did before.
Unfortunately, your speedometer will be off and if you are running a stock 1.3 motor you will feel a power loss while trying to maintain speed on hills and/or in 5th gear. Keep everything in check by using a GPS to verify speed while experimenting. I have changed gearing and tire size so many times on my big Sammy that I never go by the stock speedometer any more...
