As far as you engine not starting goes...
Is the "Check Engine" light on?
Is there gas in the gas tank?
Look over the ENTIRE engine for loose connectors or something that has just come completely unplugged.
Relays do not typically go bad (although it does happen), check ALL of your fuses, there is a fuse block on the driver's side of the engine compartment and there is also a fuse block under the dash on the driver's side above the steering column, it is hard to find you will need a flash light.
The horn...
It is bolted to the radiator support near the front of the car, easiest way to test it is to run a wire from the battery to the horn and see if it goes off or not. If it does you have a wiring problem, if it doesn't the horn is dead.
