Only the US and Canada gets the projector lights. All other countries get regular lenses. I have no idea why, maybe it's harder to pass projectors for government light testing in other countries.
I use the Eurolite XB bulbs in my high beams, and Eurolite Super Plasma purple bulbs in my projectors. Both of these bulbs are DOT legal according to the manufacturer. They are also very bright, and 1/3 the price of the Silverstars. (CDN$25 a PAIR, compared to CDN$40+ per BULB.)

From what I recall, many European regions require self-levelling headlamps in all their projector and high intensity setups. North America perfers the stone-age.

To be honest, not knowing your camera, and your picture taking skills, I cant tell if the silverstars are dimmer. For all I know, the camera just sped up the shutter.
As it is, my low beam reflectors are very much whiter then my origonals. Don't use the highs very offten

I've gone through two sets of the silverstars and 2 sets of cheap ebay bulbs. The ebay bulbs have been under $10 shipped and are brighter than the silverstars. My first set didnt last nearly as long as my silverstars but my 2nd set I'm on now is lasting about as long. For the money though, its worth it.
Well, the Silverstars will work far better than any underperforming blue-tint bulb (which is what was mentioned to be sought out for in the first post).
Anything with an HID 'look' that isn't HID isn't exactly worth much in performance over the stock bulb. Blue light sucks...not an opinion, it just does. It's the most difficult light in the spectrum to see anything from.

How about just getting the REAL HIDs..........they will last many times longer than any halogen bulb, and you can find them fairly cheap on ebay. If you want pure white with slight blue tint go for 4000k - 5000k HIDs. 6000K has a definite blue tint. 8000k is quite blue.
