1996 Geo Tracker PO400 Code

We have a 1996 Geo Tracker 2WD 5 speed manual 1.6 L 16 valve vehicle.
It is setting the PO400 EGR code -
The symptons are:
After warming up the vehicle will stall after driving and stopping unless I let the engine RPM come up from almost a stall speed to normal idle operating speed (800 RPM). Once I have done this once the vehicle will drive normally and idle properly without stalling until I shut it down. I have also found that if I hold the clutch in and cost to my first stop without letting it coast to a stop with the clutch engaged, that it will usually stall before it has a chance to come up to idle speed - if I do an immediate restart and let it come up to 800 RPM idle all is well afterwards until shutting down - then you go through the whole drill again.
I have pulled the EGR valve and it is clean and doesn't seem to stick when operating with a Mighty Vac pump. Am not sure if I have gotten the line completely cleaned that comes from the Throttle body. Have access to a scan tool and have OEM manuals.

oppoligies to orig poster for responding to hyjack but it is on topic. ;)
OMG ,to at one time.. fingers in ears , noooooooooooooooooooo

ok, 21 AND 22, omg ive started a trend of stating the parts by ID, im sick.

so lets talk EGR
it must come close to stalling if it does the path is ok. or stalls .

i just spent 1.5 hours cleaning Snake turn hole "A" with manifold OFF.
i filled it with Easyoff (lye) and it finally broke through, what a bugger.

id forget get the EVAP it only opens cruising and sucks in fumes.
I dont think it can mess up EGR, unless 21 is stuck open.

if the stall test is ok.
then you will get stuck doing the blasted Live test.

is P0400 the only code. throwing , air leaks can mess up p0400

the live test , (and is a waste of time if cat is missing)
is Left rear axle on stands. (double neutral ,4wd too)
rev motor as my page shows and a friend spins left wheel making VSS clicks.
if the speedo is dead this to ,makes the life test useless.
hot motor.
while reving motor the EGR will open and higher the rev the more open
it only moves 1/4. 6-7mm

on 96 year the EGR Baro (map) reads the vacuum drop with EGR open
and passes or fails the EGR.
so if its bad or the car has induction leaks or bad pulsating vacuum
the test will never pass. (sticking intake valves, weak cylinder)
if motor is strong, and no air leaks , and a good cat (2psi back pressure)
your car can pass the EGR test.

it is strict but never lies.

make sure hole #1 is 11mm.
