unplug the injector, see if it leaks ,it does and its bad.
how in the world do you hear that (i have viet nam ears so cant imagine)
im jealous. sigh. ( i laugh at the ear plugs answers, ever not hear small arms bullets wiz by, yah)

the leak down spec is here.
injector not leaking of course.

you do know you an hear them click with stethoscope and condemn them quickly by comparing them all (even a rubber tube if not $3 stethoscope)
press against side of injector.
i dont think your ecu is busted. rare.
unplugging it is proof and so is a noid light test.

ok, the injectors are spring loaded off,so unplug them and they can not fire.
period. (just fuel rated lawn sprinkers huh)?

some injectors are only fully close with spec pressure behind them,not sure about zuks,
but no matter, they must be closed, with no power to them.

96-98 16v FSM specifications Rail pressure: (pg.6E3-A-36-37)

36-43 PSI, keyon, not started ( you may have to key on 5 times to build enough pressure, pump runs on 3 seconds)
30-37 PSI , idling. running , speeding. hehehe
25 PSI , after 1min. drop test.
