First. Motors with constant speed are, fuel pump, vent motor(if you turnit on), and radiator vents. All 3 can be started with speed less then 40.
So it is probably some part connected directly to the motor, but from some reason if it turn to fast it start making sound(probably ready to be replaced), like alternator, water pump, oil pump, A\C(when on)...itc.
