Default timing belt/valve adjustment

I just recently glued down my valve cover on my 91 geo tracker to stop an oil leak.
Now I have my timing belt cover off in the hopes of replacing the camshaft and crankshaft seals that appear to be leaking as well.
Does anyone know if it is absolutely necessary to remove the valve cover again in order to loosen off all my camshaft bolts etc. and set my timing to #4 TDC (which seems ackward), or can I just forgo that procedure and just replace my camshaft sprocket, timing belt etc. orginally set at #1 TDC. thanks...confused!
