Well, at least on the 99 1.6 engine it is just the simple matter of removing the old one and putting the new one in that is really all that needs to be done but... getting your wrenches, pliers, screw drivers and ratchets into where they need to go is another matter.

The fuel filter is located behind the rectangular emissions box next to the intake manifold and bolted to the firewall, in order to get to one of the fuel filter bracket's bolts you will need to unbolt this box first and slightly move it out of the way a few inches then use several long extensions to get a socket into where one of the bolts is.

Once the bracket is loose the hoses that are attached to the fuel filter were on extremely tight and took some effort to get off, it is easier to do this from the passenger side of the car and you can give yourself some more room to work by removing the EGR valve first.
