Default gearing/gear reduction

ok, i like to think i know a fair amount cars (maybe im just telling myself that) but one thing i dont understand at all is gearing. will someone please explain to me how this works, and benifits/cons of gearing my tracker. i know its a good idea with lift/bigger tires but i dont know why. but from what i do understand, if i lower my gear ratio i lose top speed right? i know my friend geared his chevy short bed (350) and the rpm's scream on the highway. so i guess what im asking is will gearing it effect my ON road drivability/gas mileage?
