you get to check power to the ecu.
if the ecu DOES NOT get power it will not pull in the FP relay.

did you check the fuse under hood right side fender and above left knee?

step 4
on yours 89 ,you need to find the 8 pin main relay.
it has 2 relays in side it.
check the pink/black wire on it.
key on
meter goes to 12v for 3 seconds. then 0v
this will happen each key on.
if not ecu or relay is bad or power to either.
test2
check for 12v at the blue/black wire of same relay
if bad,
check power 12v at black/white wire.
if no power there, the fuse is blown.
