three are 2 vss.
you forgot to tell us what you are driving.
91 ?
manual , or auto.
8v or 16v.

if manual you have one vss in speedo.
if auto you have 2 , one in speedo and 1 in tranny tail.

i will assume you have a manual.
this is just a clicker device in the speedo.

the fsm says, unconnect the plug to it and put a continuity meter on it, ohms meter is best and Rx1 range , and then pull speedo cable at the tranny.
see plastic gear on end, now spin that, it should click 10 times per turn, or is it 1 time per ten turns, no matter if it clicks its good.
click means , 0 then infinity ,then 0 , repeat

the silly purpose is to count up 60k miles and light the equally silly ses lamp function of the CEL lamp.
I call this the Service lamp.

if you need schematics hollar.

they all have it, I think. up to 95.
it is just a magetic reed switch , i think that is what is inside it.
the plug might just be loose too.
if you need more data let me know.

The Automatic VSS is a whole different nightmare.
it monitors for slippage, bad, and it also monitors both for TCC lockup.
46mph , and TCC can lockup. (the 4sp auto monitors both VSS sensors said to say)
that can be a real pain. hope not your issue.
