Check engine lamp glowing while running?
sounds like your egr is closing, ( just make sure the valve inside is not stuck open a tad with carbon, allowing exhaust into the intake all the time, bad news !)
if EGR really closes? then
common fails:

1: air leak , check each vac. line by simply pinching it. no drop in rpm = AOK.
do not pinch IAc/isc hose ( it meters air) or it PVC, it leaks too normally.
skip no hoses to induction . brake booster ,etc.

2: air leak from MAF valve clamp any where from that point to the intake manifold is going to kill power below 3k.
reason it works above 3k, is because that air leak, is minor compared to normal air flow at 3k. (

could be lots of things, (dirty maf sensor , spray clean it)

sounds like fuel pressure is ok
try wide open throttle at 1 to 2k , does that work?
WOT has special fuel mapping (richer ).

if wot helps ,?then it is leaking air. somewhere in there.
other leak points, any gasket on intake, any bad injector o-rings , leaking air.

egr base gasket cracked.
That IAC bolted to manifold can have a bad gasket and can leak too.

some in desperation most just play propane gas around objects that can leak.
if it revs up ,bingo,leak.
I saw one guy , here , that found the PO had a bad fan belt log ago and it slashed the underside of the main induction tube. ( look careful that main pipe)
forget leak on airclean side, Maf will measure that. ok.
