Some people go to great lengths to draw warm air off of the exaust manifold to pre-heat the air going into the engine. I have also heard of fuel pre-heaters. The main Idea is that the gasolene vaporises better. You can also block air from entering the grill(s)... Many people use Coroplast for this. It is a corogated plastic used mainly for signs. Political advertisements are best because they have built-in hot air.
